On April 15, 2025, the Seimas of the Republic of Lithuania (hereinafter – the Seimas) appointed Associate Professor of Vilnius University and Doctor of Communication Sciences, Mantas Martišius, as Chairman of the Radio and Television Commission of Lithuania (hereinafter – RTCL).
Mantas Martišius is a long-time associate professor at Vilnius University whose academic work has been and continues to be related to issues of information warfare, propaganda, public diplomacy, political communication, and image formation. These topics are reflected in his scholarly publications – articles and collected volumes such as "The Familiar and Distant World of Media: Transformations, Boundaries, and Ways to Understand Them", "At the Intersection of Politics and Communication: Trends, Discourses, Effects", the monograph "Caution – Propaganda", and many others.
Dr. Mantas Martišius was appointed a member of the RTCL by presidential decree for the 2013–2017 term, and for a second term from 2017 to 2021. By resolution of the Seimas, he served as Deputy Chairman of the RTCL until October 2018, and from October 2018 to January 2021 – as Chairman of the RTCL.
According to the Law on Provision of Information to the Public of the Republic of Lithuania, the Chairman (as well as the Deputy Chairman) of the RTCL is appointed and dismissed by the Seimas upon the recommendation of the Seimas Committee on Culture from among the members of the RTCL.
According to the same law, the RTCL consists of 11 members.
From 2025, after the expiration of the first terms of most members, a newly composed RTCL began its work: two more members appointed by the Seimas are Rimantas Bagdzevičius and Iena Šiaulienė; appointed by the President of the Republic of Lithuania – Lauras Bielinis and Audronė Nugaraitė; appointed by the Lithuanian Association of Artists – Ramutis Rimeikis, Dainius Radzevičius, and Arūnas Matelis; appointed by the Lithuanian Journalists' Union – Vytautas Kvietkauskas; appointed by the Lithuanian Journalists' Society – Darius Chmieliauskas; and appointed by the Conference of Bishops of the Catholic Church of Lithuania – Valdas Kilpys.
Members of the RTCL are appointed for a term of four years and may serve no more than two consecutive terms. Most of the current RTCL members have been appointed for a second term.
