LRTK imposes €1,900 fine for illegal distribution of copyrighted content online
The Radio and Television Commission of Lithuania (LRTK) has imposed a €1,900 fine on an individual for illegally making copyright-protected content publicly available online.
The decision was adopted after the Commission examined an administrative offence case launched following a complaint submitted by rights holder AS “Go3 Baltics” regarding unlawfully distributed audiovisual content.
During its monitoring activities, the LRTK established that the website “filmai7.top” was illegally providing access to copyright-protected audiovisual content. Users were able to watch and download films and series, while access to the content was monetized through paid VIP memberships and various payment methods.
The investigation found that the activity had been carried out for commercial purposes. Contact details linked to the payment infrastructure enabled investigators to identify the individual connected to the violation, identified as L. P.
According to the Commission, such activity violates legal provisions governing the protection of copyright and related rights and constitutes a violation under Article 122(3) of the Code of Administrative Offences.
When determining the penalty, the LRTK took into account that the infringement had been committed for commercial gain and found no aggravating or mitigating circumstances. The individual was therefore fined €1,900 — the average fine provided for under the law.
“This decision sends a clear message that the illegal distribution of copyrighted content online will not be tolerated, especially when it is carried out for financial gain,” said LRTK Chairperson Mantas Martišius. “The Commission consistently responds to such violations and seeks to ensure a fair and transparent digital market.”
The LRTK also notes that the illegal distribution of copyrighted content causes significant harm to legitimate content creators and distributors. For this reason, such violations are systematically investigated and subject to enforcement measures.
The Commission additionally recalled that on March 18, 2026, it imposed a total of €5,700 in fines on three individuals for similar violations — €1,900 each. That investigation also established that content distributed through “filmai7.top” had been monetized through VIP memberships and various payment methods, with the activity carried out for commercial purposes.
