LRTK imposes €2,500 fine on Stanislovas Tomas

The Radio and Television Commission of Lithuania (LRTK), acting in accordance with Article 48(2)(1) of the Law on the Provision of Information to the Public of the Republic of Lithuania, imposed a €2,500 fine on Stanislovas Tomas for disseminating disinformation, war propaganda, and incitement to hatred on the YouTube platform.

During the investigation, the LRTK established that a programme published on the “Lietuvos Advokatas” account managed by Stanislovas Tomas contained unfounded comparisons between the Lithuanian Riflemen’s Union and the structures responsible for the Rwandan genocide. The video also included claims that the organization was intended for the killing of civilians, including “disloyal citizens,” and promoted scenarios of alleged mass violence.

According to the LRTK, such comparisons with genocidal structures are unfounded, misleading, and socially dangerous. They distort historical facts, discredit national defence organizations, and create unjustified fear and distrust within society.

“The use of genocide analogies without any factual basis is a dangerous form of disinformation. Such narratives can be systematically used to undermine the state and its institutions,” said LRTK Chairperson Mantas Martišius.

The Commission concluded that the disseminated information lacked any objective basis and was built on speculation and false interpretations presented as facts. The content also contained elements promoting hatred and ridicule.

“The Commission determined that the disseminated information has no objective basis — it is based on speculation and false interpretations presented as facts. We also identified elements promoting hatred and ridicule in the content. Under Article 19(1) of the Law on the Provision of Information to the Public, such information is prohibited,” said Vadim Gasperskij, Head of the LRTK Legal Department.

“In response to this violation, during the investigation we contacted Google, the operator of the YouTube platform, and the content in question was blocked for users in Lithuania,” he added.

In its decision, the LRTK also emphasized that information of this nature must be assessed within the broader context of information security. Unfounded claims about national defence structures, and attempts to associate them with civilian killings or genocide narratives, may be exploited in hostile information campaigns aimed at reducing public trust in state institutions and weakening democratic resilience.

When imposing the fine, the LRTK also took into account the reach of the content — the video had been viewed more than 9,000 times and generated significant user engagement.

The LRTK also noted that Stanislovas Tomas is known in Lithuania’s public sphere for activities that have previously attracted the attention of law enforcement authorities. Pre-trial investigations were launched against him over alleged fraud and unlawful legal practice. He has also been convicted by Lithuanian courts for public order violations and was sentenced to restriction of liberty and a financial penalty.

In addition, the European Court of Human Rights prohibited him from representing applicants after determining that he did not meet the requirements for such representation.
