LRTK Imposes €1,900 Fine for Illegal Distribution of Content Online

The Radio and Television Commission of Lithuania (LRTK) imposed a €1,900 fine on an individual for the unlawful public distribution of copyright-protected content online.

The decision was adopted after examining an administrative offence case initiated following a complaint submitted by the rights holder AS “Go3 Baltics” regarding content unlawfully made available to the public.

During monitoring conducted by the LRTK, it was established that the website “filmai7.top” unlawfully made copyright-protected audiovisual content publicly available. Users were able to watch and download the content, while access was monetized through paid VIP memberships and various payment methods.

During the investigation, it was determined that the activity had been carried out for commercial purposes. Contact details linked to the payment infrastructure enabled investigators to identify the individual connected to the violation, identified as L. P.

The Commission concluded that such activity violates legal acts regulating the protection of copyright and related rights and meets the criteria of a violation under Article 122(3) of the Code of Administrative Offences.

When determining the penalty, the LRTK took into account that the infringement had been committed for commercial purposes and found no aggravating or mitigating circumstances. The individual was fined €1,900, corresponding to the average fine provided for by law.

“This decision demonstrates that the unlawful distribution of copyright-protected content online is not tolerated, especially when financial gain is sought from such activity,” said LRTK Chairperson Mantas Martišius. “The Commission consistently applies liability for such violations and seeks to ensure the fair functioning of the digital market.”

The LRTK notes that the unlawful distribution of copyright-protected content causes harm to legitimate content creators and distributors. For this reason, such violations are systematically investigated and subject to enforcement measures.

The Commission also recalled that on March 18, 2026, it had imposed a total of €5,700 in fines on three individuals for analogous violations — €1,900 for each person. That investigation also established that content unlawfully distributed through the website “filmai7.top” was monetized through VIP memberships and various payment methods, and that the activity had been carried out for commercial purposes.
